Right turn on red (RTOR) has been widely promoted as an energy-saving measure since the 1970s, but recent research calls this justification into question. Analysis by San Diego State University’s Dr. Bruce Appleyard and Cal Poly’s Dr. Anurag Pande shows that RTOR movements increase safety risks for pedestrians, bicyclists, and drivers, while providing only marginal air quality benefits.
