EBBC Board Meeting – held at home of Raines Cohen & Betsy Morris, 2220 Sacramento St., Unit N, Berkeley, CA – Commenced at 7:05pm – 5-15-07
Treasurer’s Report: Rick said everything balances now since the Cycles of Change entry is corrected. Will reclassify Carpentier dinner as a donation instead of Expense. All but one check has been received.
Net income of $4,300 ($5,300 after $1k Carpentier dinner adjustment). We’ll also get $6k for B2Work day, and $3,800 from ACTIA for Street Skills classes.
Recent expenditures: Street Skills mat’ls ($171.37) previously approved as part of events for B2W Day, T-Shirts ($987.23) 144 shirts – dark green/black on white. Womens Motion carried unanimously, and Bike2Work AlaCo expenses – Dave said we got bigger totebags – $1800 extra; 511 was expected to do employer mailing , but we only received the database. Still a valuable benefit, but meant an extra $800 expense for B2W Day poster, brochure, class.
West. Roughly $2,500 extra. $6k from ACTIA and $6k BABC income. Final report coming in June.
Membership report: Mary reported difficulty accessing info due to server problems, but for an 18 month period Mary said we send an average of 1200+ mailers each month. Membership Database hosting: digitalforest.com — Eric, Rob’t and Mary aren’t able to remotely access Berkeley Bike Station computer. Need host service that specializes in Filemaker Pro and one that isn’t being used for internet surfing. Rick moved that we just change – no long-term commitment. Dave Favello amended that it be a 6 mo commitment max – Seconded and passed unanimously. Dave will contact Berk Bike Station and coordinate move to new server.
West of the Hills Map – paper or plastic? Robert met w/Derek and said a couple of advantages for paper would be 1) paper wears out and 2) less expensive. Also plastic not so environmentally acceptable. Consensus was that the initial run (5k) should be paper. Perhaps a few additional maps in the final 15k run could be plastic, but group leaned toward paper.
Earth Day Events – did fairly well signing up members in Oakland: 30 +/-.
June 9 Events – Cherry Festival in San Leandro: Steve Ardrey available to cover. Temescal Street Fair: this part of Oakland is a major segment of our membership so we don’t want to miss it. Robert, Craig, Rick, Bill available – hours will be committed.

Bike to Work Day – Dave Campbell said we’ll have prizes and 59 energizer stations. Oakland started BTWD in 1994. Alameda County has 70 teams. Must have 2 novice riders on each team to qualify. Lisa L bike commuter of the yr. Get coupons for burritos, T-shirts, stickers etc. Need to count stickers. Breezers handed out in each county.
$1,100 fully refurbished Fuji Esprit to be given away if bike parked or renew membership. Not as much collaboration from CoCoCo so we should pass out brochures as much as possible. Give Dave Campbell feedback on what was liked/disliked (totebag etc) so we can plan for next yr.
Pedal Power May 1 & 2: Tom Ayres, Sabrina Merlo, Jennifer Stanley & Robert Raburn attended…1st day training, heard from bill sponsors. 3′ passing distance bill did not pass. Good lesson that sponsors should’ve tested the waters 1st. Pushed Complete Streets. Top 3 bills – 1358 (Comp Sts), Bicycle Transportation Accountability bill (funding to $1 mil/mo from current $5 mil/yr, which ends this yr) and Safe Routes to School bill. All others laudable but these are big-ticket items. Write letters for each bill to YOUR rep! Opportunity to plug biking. Need a big stack of letters to get behind bill. Check ebbc.org.
Prop 1B Bond implementation – Ellen Corbett (San Leandro) Sponsor – SB 748. Perata & Nunes are charged w/whittling down 60 bills. SB 748 somewhat of an olive branch. Idea behind this is we’d have funds sufficient for local jurisdictions to mitigate some big-ticket items such as bike bridges. Doesn’t mean we’ll get the $1B, but we’re eligible. Rick motioned we should write letter to urge adoption of bill. EDF and CBC deserve credit for their efforts. See Robert’s article in Yodeler. The majority of projects will be barriers to bicycling.
Alameda county parade permit – Comes up again for Canyon Classic from Patterson to Mt Hamilton (June 9) Alameda County Sheriff called last week to demand permit. Robert spoke at length to ride organizer (member of Modesto Rotary Club). Suggested they urge riders to abide by vehicle code and no need for traffic control. Check ebbc.org for position. Devil Mtn Double spent lots of $$$ to get permit (incl CHP) but Pedalera did not. There’s a bicycle event ordinance to replace parade ordinance – though this ordinance is almost as onerous. (Any event w/over 50 riders requires two notifications of all residents, plus residential mailing, newpaper ads or postings on roadway. EBBC will fight it. Write your supervisor (Keith Carson, Nate Miley, Scott Hagerty (Mines Rd). County Counsel realizes there are limits – said not possible to make ordinance more stringent. State law governs.
RTP (Reg’l Transportation Plan) Goals – $200 mil to fund. We asked for $1 Bil. 1st: Fully funded network of bike/ped projects. 2nd: Routine Accommodation. 3rd: Collect data for all transportation trips. 4th: educate re: traffic safety to encompass walking & biking. Taking these goals to TALC to weave into their platform – motion made by Dave to approve 4 items – approved unanimously.
Bus Rapid Transit DEIR – discussion postponed. Robert asked for help w/comments.
Long Wharf Lease: EBBC appeal to State Lands Commission (only a 3 person board!) re: Chevron Long Wharf – issue definitely not dead. Represents a once-in-a-lifetime opportunity. We have Perata, Hancock, Richmond City Council, Supervisor John Joya (CoCoCo), Bay Development Commission – need lots of indiv’s to pester State Lands Commission, asking “I want to be notified when next meeting is that includes discussion of issue.” See ebbc.org, including a recent letter. We’ve been fighting for over 8 yrs. Also trac.org.
SR2T – in 2nd cycle of funding applications – EBBC reviewing 25 app’s in April (totaling $11 million) – whittled down to 15 projects & $9 million. 2nd list will be approved in June. The latest submissions are more spread out – i.e. not just Oakland & SF).
Dublin Canyon – restriped & repaved – traffic markers not in correct spots. Lots of development in West Dublin hills – concern that bike lanes could get eaten up. Rob’t told by County eng’s that plan calls for 6′ bike lanes. Grates have been replaced to under-curb.
MacArthur Maze update – bike parking at BART jam-packed. Oakland restriped West Grand to add traffic lane (from bike lane) in just a couple of days due to emergency. Robert suggested we request emergency funds be spent for inside BART bike parking (or additional electronic lockers) and extension of bike lanes. Oakland got Federal emergency funds – but there was no mention whatsoever of how to get to BART on bike! Motion that BART go after funding for bike parking in paid fare areas and Oakland to replace AND extend per bike plan. 2 amendments – 1) public process and 2) putting bike lanes back in ASAP.
Meeting adjourned at 8:40pm for presentation by host Raines Cohen on his presentation on Cycling for Climate Preservation: Global Warming Prevention By Bike. Discussion ensued with ideas for participation & implementation.
