The city of Oakland’s Energy and Climate Action Plan calls for a 26% reduction of GHG emissions by 2020. This Plan states:
- “To achieve significant GHG reductions, transportation modes such as transit, walking and bicycling must increasingly become the preferred mode of moving about the City. To be effective, these modes will need to be available, accessible, safe, cost competitive and desirable in comparison to the private automobile.”

Below are a some additional excerpts from the plan demonstrating how the Oakland Bikeways Campaign can help this citywide goal.
PA 21. Promote Waste Reduction at Community Events. Oakland will be encouraging no waste events; of which Bike to Work Day is one great example listed. Let’s go Bike to Work (every) Day!
PA 28. Support Local Green Jobs Programs. Did you know installing new bikeways is a green job? It is! And Oakland will be encouraging the growth of these types of transportation alternatives and the jobs which make them possible.
PA 34. Accelerate Completion of Bicycle and Pedestrain Plans. Excitingly, Oakland is looking into the acceleration of the Bicycle and Pedestrian Master Plans. Increased access to transit, transportation linkages, and jobs and commercial activity in disadvantaged neighborhoods are all prioritized.
PA 35. Establish Alternative Mechanisms for Meeting Parking Requirements. Listed: secure bicycle parking (and showers) to encourage the use of alternative transportation options.
PA 40. Subsidize Transit and Transportation Alternative for City Employees. In this section; city employees can look forward to bicycle commuter allowances. Jealous.
Strategies to Achieve 2020 Goals
“To achieve significant GHG reductions, transportation modes such as transit, bicycling and walking must increasingly become the preferred mode of moving about the city.” For these modes to be preferred over cars the city will work to make them more convenient, more enjoyable, and more cost-effective. Here are some actions suggested in the plan:Action TLU‐18: Enhanced bicycle access to reduce the need for employees to drive.
Action TLU‐24: Encourage the creation of local bike sharing programs.
Action TLU‐28: Develop regulations to allow parking requirements to be met with alternative approaches- such as bicycle parking.
